Mont Blanc is a permit peak now — inside the 214-a-day reservation system

The quota nobody calls a permit

France has never issued a summit permit for Mont Blanc, and officially it still does not. What exists instead, since 2019, is a rule with exactly the same effect: on the normal route from Saint-Gervais — the Voie Royale via the Gouter — you may only set foot on the itinerary with a reserved bed at one of the three refuges on the line. No reservation, no legal ascent. (La Chamoniarde; FFCAM booking rules)

The arithmetic of that rule is the quota:

That is 214 people a day, named, ID-checked, and enforced on the trail. Most first-time aspirants still believe the mountain is unregulated. It has not been since 2019.

How it happened: the 2019 order and the 2020 decree

31 May 2019. The Haute-Savoie prefecture signs the first order: between 1 June and 29 September 2019, climbers on the normal route "may only access the itinerary with a reservation" at the Nid d'Aigle, Tete Rousse or Gouter huts. Personal tents are banned outright; Tete Rousse offers 40-50 fixed tent places as the pressure valve. PGHM gendarmes and a municipal brigade from Saint-Gervais run random checks, and the FFCAM starts transmitting climber identities to the authorities. 15 June 2020. The standing decree arrives: a prefectural order creates a protected natural habitat zone (ZPHN) on the route and makes three things permanent — compulsory hut reservation, a ban on bivouacking anywhere on the normal route between the Col du Mont Lachat and the summit, and institutionalized controls. August 2022. A measure of where the politics sit: after a lethal heatwave season, Saint-Gervais mayor Jean-Marc Peillex announced he wanted a EUR 15,000 deposit from Gouter-route climbers — "the average cost of a rescue (EUR 10,000) and the funeral costs of a victim (EUR 5,000)" — calling continued ascents in those conditions "Russian roulette". It was never enacted, and Courmayeur's mayor called it "surreal", but it signals the direction of travel. (BBC; The Local France)

Summer 2027. The model is spreading downhill: Peillex is now driving a plan to regulate the Tour du Mont-Blanc trek itself from 2027 — reservations capped to actual hut and bivouac capacity, mandatory bivouac booking, and a "green brigade" mirroring the ascent's white one. The booking platform is the permit office

The three normal-route huts sell through one common FFCAM platform, and its mechanics are what turn a hut booking into a de facto permit (FFCAM booking rules):

The nominative entry plus ID upload is the core of the system: the reservation names you, and only you, and the identities go to the authorities. A bought-on secondhand booking fails at the first check.

The phased opening is the other structural fact. Guides and operators book in the professional window — a Compagnie des Guides de Chamonix 5-day at EUR 2,580 comes with both hut nights already secured (Compagnie des Guides), while the Saint-Gervais bureau's leaner formats (EUR 1,550 for 2 days, EUR 2,030 for 3) leave hut costs with the client (Bureau des Guides du Mont Blanc). By the time the public window opens, independent climbers report the July-August core selling out within days — and the mayor has publicly complained that agencies "monopolize reservations a year in advance" (Outside.fr).

And once you hold a date, the system still has one trap left: at the Gouter, your reservation is void after 17:00 if you have neither arrived nor phoned the hut (FFCAM tarifs).

What a legal ascent costs

The reservation is not just a formality — it is the largest fixed cost of an independent ascent:

Add booking fees and tax and the mountain portion of a standard 3-day independent ascent — tramway, one night at each hut, half-board — computes to roughly EUR 325 per person before gear rental, valley lodging and insurance.

Enforcement: PGHM and the brigade blanche

The system is checked, not merely declared (Alpine Mag):

• Every climber must carry an individual nominative receipt — paper or PDF — and produce it at checks on the trail, on pain of a fine.
• Checks are run by PGHM gendarmes and by the "brigade blanche", a control brigade hired by the commune of Saint-Gervais.
• The legal maxima behind the decree are serious: up to EUR 300,000 and 2 years for unauthorized camping-related offences, and EUR 7,500 and 6 months for lodging fraud. Treat those as ceilings in the applicable code, not typical fines — but the bivouac ban between the Col du Mont Lachat and the summit is the rule they stand behind.
• Climbing unguided remains legal — France has no guide requirement — but the reservation regulation applies identically to independent parties. La Chamoniarde's guidance puts the minimum age at 16. (La Chamoniarde)

Getting a date: the realistic playbook

"Book early" is not a strategy on a 214-bed mountain where professionals book first. This is:

1. Decide guided vs independent before anything else. Going guided largely bypasses the scramble: the operator's allocation is the product. If you want the all-in version, the Chamonix 5-day (EUR 2,580) includes both hut nights (Compagnie des Guides).
2. Independent: watch the FFCAM platform from early spring. The opening is phased — professionals, then the public — and the dates are announced on the site each year, not fixed in advance (FFCAM booking rules).
3. Prepare the dossier before your 30-minute session. Full names and ID scans (jpg/pdf) for every participant, ready to upload. A ticking session clock is not the moment to hunt for passports.
4. Lead with date flexibility, and target the shoulders. The huts run late May to early October (Gouter 30 May - 4 Oct), but mid-summer heat now degrades the route with grim regularity — Saint-Gervais guides suspended it as early as 17 July back in 2015, and this July the Courmayeur guide society collectively stopped guiding the Italian normal route (SnowBrains). June and September offer both better availability and better rockfall odds. Note the tramway only runs 13 June - 27 September (Tramway du Mont-Blanc).
5. Book the 3-day architecture if you can. La Chamoniarde's framing: minimum 2 days for the climb, 3 recommended — the extra hut night splits an otherwise brutal summit day (La Chamoniarde).
6. Never buy a resold reservation. Resale is prohibited and bookings are nominative with ID checks — a transferred booking is money handed to a scalper for a receipt that fails on the trail (FFCAM booking rules).
7. If no Gouter-route date exists, the Trois Monts is a different mountain, not a loophole. The Cosmiques hut (private, EUR 82 half-board package, its own deposit-based booking system, open to 26 September) sits outside the FFCAM gauntlet — but the route is a full grade harder (AD- versus PD) with serious serac exposure. 8. Protect the date you won. Arrive or phone the Gouter before 17:00 (FFCAM tarifs); at the Cosmiques, cancelling under 48 hours forfeits the deposit and a no-show pays in full (reservation conditions).
